On September 14, 2020, the eighteen Member States of ASECNA (Cameroon, Benin, Burkina-Faso, Congo, Côte d’Ivoire, Gabon, Guinea Bissau, Equatorial Guinea, Madagascar, Mali, Mauritania, Central African Republic, Senegal, Chad, Togo, Union of the Comoros, France) are called upon to elect a new Director General at the head of this international public establishment whose mission is to provide the services that guarantee the safety of flights in the airspace which is at its responsibility, to manage or maintain any equipment of aeronautical or meteorological utility, at the request of the said States and under specific contracts.
Cameroon, which joined the said Agency some time after its creation, aims to make this institution play a leading role in the revival of economies in the context of COVID-19 by capitalizing on their human potential, their experience as well as their support to the civil aviation sector in accordance with the commitments of partners in the global economy. To this end, it proposes to the Community of Member States of the Agency a candidate with experience in international civil aviation to serve the general interest of this community.
Mr. Englebert ZOA ETUNDI, candidate from Cameroon, assumes the functions of Permanent Representative of Cameroon to the International Civil Aviation Organization (ICAO). He was also a member of the Council of this prestigious organization for eight years and currently sits there. as an observer member.
A graduate in Engineering and Sciences from British Universities and the National School of Civil Aviation in Toulouse, Mr. Englebert ZOA ETUNDI has participated in dozens of specialized courses, seminars and international conferences, the subjects of which were mainly related to the safety and security of civil aviation, air navigation, international air law, the management of organizations and large-scale projects. He has, among other things, had a rich professional background as an ICAO Certified Auditor for Safety Oversight; ICAO member of the panel that created Annex 19 to the Chicago Convention on Safety Management; Aviation accident / incident investigator for air navigation services (ANS) and aerodromes; designer of PANS-OPS air navigation procedures.
The candidate’s strategy is to strengthen the operational performance of the Agency and its influence, while ensuring its full development and sustainability. This involves organizational changes with a view to making a transition to a new approach based on risk management, promoting rigor, transparency and accountability applicable at all levels of the institution. This strategy is built around three pillars including the modernization, leadership and expansion of ASECNA. These pillars are broken down into nine major axes of rigorously planned and coordinated actions, namely: cooperation to assist Member States, modernization of the management of the Agency by the introduction of the digital transformation of decisions, infrastructure innovation, an approach to comply with ICAO international standards, adaptation of training to the new demand for innovations underway in the civil aviation sector, outreach in Africa by improving its image, awareness-raising through presence in decision-making bodies, taking advantage of the single African sky and diversifying financial resources by exploring new business opportunities through in-depth studies.
Finally, the candidate from Cameroon reaches out to Member States in accordance with the Agency’s fundamental principles of solidarity, equality and fairness between Member States. In addition, he is asking for the support of ASECNA’s major contributors, for the effective implementation of this strategy for the benefit of the community of Agency member states.
